The Collapse of the 28-Article Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been contained. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of missile and drone strikes on Kyiv.

The Rhythm of Diplomacy and Destruction

The chain of contrasting events captured the bleak nature of the outgoing year. By day, political struggles are fought: hopeful statements are released from multiple capitals. Considerable effort is devoted on managing certain initiatives. By night, Russian leadership clearly shows the world that, for them, military action persists as the main instrument for achieving "resolution".

Nocturnal Warfare

As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is equipped to monitor rocket firings from Russian territory, a ability provided through current data. From witness perspectives, military aircraft that had been dispatched to counter approaching aerial threats flew past – modern combat jets delivered to Ukraine by European allies.

Shortly after, Kyiv's anti-aircraft weapons activated: defensive missiles targeted at a incoming threat. This was a sophisticated defense system at work, probably supplied through partner states. Every launch jolts you unexpectedly, causing tremors. The brief panic quickly gives way to resigned acknowledgment: possibly the hostile projectile won't hit its mark this time, protecting urban areas from catastrophe and additional electricity failures.

Continuous Dangers

Following this, a large-caliber weapon engaged a drone in the vicinity, part of a rapid response unit – probably allied-provided weaponry. Sadly, the projectiles didn't strike the hostile drone – it pressed on overhead toward its objective.

Periodically, this continued until dawn. Kyiv awoke to the early updates: seven people killed, destruction and utility failures in many homes as a result of the evening attack. As typically, everyone still continued their routines – living the war. But those full day encapsulated Ukraine's vital need on external assistance – a reliance that regional partners are evidently unprepared to substitute in the immediate future.

Failed Diplomacy

The comprehensive proposal from US administration sparked intense emotion, discussion and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.

Every new approach from American administration follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually achieve victory. This cycle will, undoubtedly, endure.

Tactical Assessments

It is convenient to criticize certain parties of persistently promoting Russian terms. But that does not seem to be the complete picture. US administration operates on a principle familiar among international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The White House presumes that it is impossible to force Russia to relinquish the land that it already controls in Ukraine's occupied territories.

The challenge is that while acknowledging this situation, American administration does nothing to deter Moscow, through statements or actions, from believing that the situation will not evolve additionally in its favour in the coming year.

Opposing Positions

Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their motivation to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be many attempts to end hostilities, but they will persist as long as Russia's government remains highly assured in the result.

On the contrary, Kyiv believes that Ukraine can still persist, progressively conceding people and territory but averting a complete military breakdown until situations evolve in its advantage.

Present Conditions

Realistically, there are no real preconditions for a ceasefire. Now, subjective factors are entering the equation: personal goals to mediate resolution and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unacceptable, so that their priority does not switch to homefront challenges. And although their task will now be considerably more difficult after recent developments, it remains highly unlikely that this will modify their basic position.

These two forces are influencing discussions.

Conclusion and Outlook

It took a only one week to terminate the proposed articles of the latest plan. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the other European countries, along with calming attempts of representatives, and finally, current information leaks, all did their job.

While new initiatives based on established approaches are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and reflect particular unwillingness to modify developments, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, primarily depend on continued Western support.
